Oil prices surged as congress debated the 700 Billion bailout. Oil plummeting following failure of the bailout. Oil closed at $96 a barrel September 30th. Wholesale gas prices closed at $2.36. Donald Trump says oil will “fall like a rock” as long as bailout never happens.
